Some 71 former rebels (FRs) in the Province received livelihood settlement grant from the Department of Social Welfare and Development’s (DSWD) Sustainable Livelihood Program (SLP) during the Enhanced Comprehensive Local Integration Program (E-CLIP) Awarding of Livelihood Settlement Grant to DSWD-SLP beneficiaries held at the Lagawe Central School Gymnasium, Lagawe on November 6, 2020.
The beneficiaries of the program are FRs of the National People’s Army (NPA) who surrendered and returned to the folds of the law to start a peaceful life together with their families. Each of the beneficiaries received checks amounting to PhP20,000 for livelihood project. Said beneficiaries came from the Municipalities of Tinoc, Asipulo, Kiangan and Aguinaldo.
The awarding was led by DSWD Assistant Secretary of the DSWD Joseline Niwane, OIC-Cordillera Regional Director Leo Quintilla, Chairman of the Provincial Peace and Order Council and Governor Jerry Dalipog, Department of the Interior and Local Government (DILG) Provincial Director Regina Elizabeth Mammag, 54th Infantry Battalion Commander LTC Franz Josef Diamante and Philippine National Police-Ifugao Provincial Director David Mariano.
Other guests included former 54th Infantry Battalion Commander LTC Narciso Nabulneg, Jr. and retired General Ramon Yogyog.
In her message during the program, ASec. Niwane said that their office is thankful to the officials of the Province who have a big heart for the former rebels. She also encouraged those rebels in the mountains to return to the government while the current administration is ready to help them amidst this pandemic.
On the other hand, OIC-Cordillera Regional Director Quintilla said that DSWD, as part of the End Local Communist Armed Conflict (ELCAC) Program, is ready to support the programs and initiatives of the government that promote social development.
Meanwhile, Governor Dalipog urged the beneficiaries not to use the assistance to pay their debts instead to use it in their chosen livelihood project to alleviate their status of living.
He also encouraged everyone to help one another to attain the new vision of the Province which is to ensure the well-being and happiness of every Ifugao people.
As beneficiaries of the said program, the FRs are thankful for the help and support of the government and committed to use the assistance in the proper livelihood project that will help them especially this time of pandemic.
The DSWD is one of the lead agencies implementing President Rodrigo Duterte Executive Order 70 issued by President Rodrigo Duterte, which institutionalized the creation of the National Task Force to ELCAC. -Sunshine H. Winnan
